 I would like to begin by extending a heartfelt and special thank you to our entire Patrol family, who has provided the very foundation of which our organization has stood upon for over 92 years.
Since receiving the distinct honor to oversee the North Carolina State Highway Patrol as the 28 th
Commander, my mission is to continually build upon the rich heritage achieved by our retirees in
securing a prosperous future. The unparalleled legacy that has been passed down since 1929 remains strong as ever; which is evident by the sacrifices made by each of you. Through your continued unwavering support, we continue to provide the standard in law enforcement others attempt to replicate.
In preparation for the next three years, the 2021 – 2023 Strategic Plan will soon be unveiled, identifying opportunities to take our organization to a higher level of public safety. This will be done in part, by increasing efforts towards the recruitment and retention of qualified personnel for both sworn and civilian positions, continued advocation of equipment needs to safely protect our members especially in times of peril, ensuring the mental health and wellness of our members, competitive salaries and enhanced infrastructure. Please continue to keep our Troopers in your thoughts and prayers. The work these brave men and women do each day, under very dangerous conditions, is second to none.
To all retirees and to those that could not be with us…. I want to personally thank each one of you for
your service and dedication to our organization and great state. Your service to our state will never be
forgotten.

 Col. Freddy L. Johnson, Jr. was named the Commander of the North Carolina State Highway Patrol on April 7, 2021 by Gov. Roy Cooper. A 1996 Honor Graduate of the State Highway Patrol Basic School, Johnson began his career as a trooper in Lumberton. Johnson has served most of his career in the southeastern Troop B area of the state in Robeson and Cumberland counties. He was promoted to the rank of Captain in 2013 and assigned to Field Operations, thus giving him the opportunity to oversee the command and control of large-scale Highway Patrol responses to natural and manmade disasters across the state. After being promoted to Major in 2017, he was assigned to the role of Director of Motor Carrier Enforcement and Special Operations. As the section director, Johnson was responsible for the Patrol’s Motor Carrier, Aviation, Motorcycle, Criminal Interdiction, Reconstruction, Canine and Hazardous Materials Units.

Col. Johnson, a native of Fayetteville, holds a bachelor’s degree from Fayetteville State University in criminal justice and protective services. He is also a graduate of the FBI National Academy Program and the Administrative Officer Management Program at N.C. State University. Johnson has been a recipient of numerous awards, including: 2020 Greater Fayetteville Chamber Award, the N.C. Department of Public Safety’s Badge of Excellence Award for Outstanding Performance for Planning and Oversight of Patrol Operations during the U.S. Opens Golf Championships in Pinehurst; Highway Patrol’s Samaritan Award; N.C. Governor Highway Safety Program’s 2016 State Law Enforcement Partner of the Year and the North Carolina Association of Fire Chief’s 2016 Fire Officer of the Year.
